Bad Quality Stamp

The stamp isn't all bad, the font/text and the small image I chose came out okay, it's the outer edge that is the problem, it is supposed to be blank, clear space, but leaves black smudges every time, I've tried it many times, on different paper, different surfaces. It just wasn't punched out of the machine right.
